The Problem

You’ve found the person. Now you need to employ them. The candidate is in Sofia, your company is in Austin or London. Asking them to invoice as a contractor rarely works – the strongest people in Eastern Europe aren’t set up as a business and don’t want the overhead of becoming one. They want the security of a proper employment contract, paid leave, and someone local to call when their family needs paperwork for a bank or a kindergarten. Providing that yourself means local payroll, local tax law, sick leave reported to the authorities, and HR in a system you don’t know. That’s where most cross-border hires stall. And that’s where we come in.

As your Employer of Record, we become the legal employer in-country and carry all of it – contract, payroll, statutory filings, leave, local HR and legal support – as we have since 2018. Most hires are on payroll within 5–10 business days. It usually costs you less than a contractor rate, too.

Transparent USD and FX rates

USD invoices convert at the ECB mid-market rate on the invoice date, and the rate we used is printed on every invoice. Your conversion fee is agreed in your contract and appears as its own line – never inside our fee.

What's the difference between EOR and hiring a contractor?

A contractor is self-employed and responsible for their own taxes, benefits, and compliance. An employee hired through EOR receives a formal employment contract, statutory benefits, and full legal protections. In many markets – Eastern Europe especially – talent actively prefers employment over contracting.

Typically 5–10 business days from signed agreement to first day of employment. We draft the contract, handle local registration, and manage the process end to end. You don’t need to do anything beyond approving the costs and compliance requirements.

Yes. And in many markets it’s advisable. If your contractor relationship has characteristics of employment under local law, misclassification risk increases over time. We can transition them to compliant employment cleanly and quickly.

EOR Core covers the statutory benefits – leave, sick pay, and mandatory contributions to social security and retirement. This is monthly per employee This is below Deel even on the Plus package but the biggest differentiator comes from the lack of deposits, which pretty much locks you to any of the big platforms.  Platforms like Deel or Remote typically charge $599-$799 /month per employee, hold up to three months’ salary on deposit, and apply hidden FX fees on every payroll run. Yes. If you have an existing contractor relationship that you want to formalise into employment – either for compliance reasons or because the candidate prefers employee status – Perpetum can transition them to a compliant local employment contract cleanly.
